Britain and France Will Dispatch Troops to Ukraine if a Peace Deal is Agreed

The London and Paris have inked a statement of purpose concerning the deployment of armed personnel in Ukraine if a ceasefire be struck with Moscow, the UK Prime Minister, Starmer, has stated.

After discussions with Kyiv's partners in the French capital, he said that the two nations would "establish military hubs across Ukraine and erect secure installations for arms and defense matériel" to discourage any potential incursion.

The partner countries also suggested that the America would play the primary role in monitoring a halt in hostilities.

Moscow has repeatedly warned that any external forces in Ukraine would be considered a "acceptable aim", but has as yet not commented on this recent development.

The Situation and Continuing Conflict

Moscow's leader Vladimir Putin initiated a comprehensive attack of Ukraine in February 2022, and Russian forces presently occupies about 20% of Ukrainian territory.

"This constitutes a crucial element of our pledge to stand with Ukraine for the foreseeable future," remarked Starmer.

Heads of state and senior officials from the "Allied Coalition" were involved in the recent discussions.

Senior US negotiator Steve Witkoff stated that "lasting defense assurances and robust prosperity commitments are essential to a enduring ceasefire" in Ukraine – alluding to a major demand made by the Ukrainian government.

Witkoff noted the coalition had "mostly completed" their work on agreeing such guarantees "in order that the people of Ukraine know that when this war ends, it ends forever."

Jared Kushner, US President Donald Trump's advisor, also took part in the discussions.

Separately, France's leader Emmanuel Macron said that Ukraine's partners had made "major headway" at the meeting.

He said that "strong" defense assurances for Ukraine had been agreed in the case of a potential ceasefire.

Ukrainian President Volodymyr Zelensky stated that a "major advance" had been made in the talks, but qualified that he would only consider efforts to be "adequate" if they resulted in the conclusion of the conflict.

Recently, he indicated a peace deal was "largely prepared". Settling the outstanding 10% would "shape the fate of peace, the future of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and security guarantees have been at the heart of key disagreements for negotiators.
  • The Russian President has repeatedly warned that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas or Russia will occupy it, refusing any middle ground over how to finish the war.
  • Zelensky has thus far ruled out ceding any territory, but has suggested that Ukraine could withdraw its forces to an mutually accepted point – but only if Russia reciprocates.

Moscow presently occupies about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The pair of oblasts form the area of the Donbas.
